Happy Enactment Day, Arizona!


Friday marked 90 days since the Legislature adjourned sine die, which means each of the bills Governor Katie Hobbs signed into law last session (minus those that had an emergency clause and became active immediately) are now effective.


Here are some of the noteworthy new laws that went into effect Friday:


  • A new funding mechanism will generate revenue to pay for large-scale renovations to Chase Field, critical to keeping the Arizona Diamondbacks in downtown Phoenix; 

  • An update to the state’s landmark Groundwater Management Act that will encourage exurban farmers in designated areas to sell their water rights to developers that plan to build housing;

  • A measure that seeks to prevent Scottsdale residents from having a local election to determine whether Taser manufacturer Axon gets to proceed in building a controversial headquarters complex, including nearly 2,000 apartments. A local group filed suit this week to have the law overturned, allowing the election to move forward.

  • A new program that allows for restitution to be paid to individuals wrongly imprisoned for a crime; 

  • New age-verification policies for access to websites featuring adult content.

 

In total, Governor Hobbs signed into law 265 bills during the 2025 regular session - nearly all of which took effect Friday.
